Step #2: Who to Talk To For all California residents, your Senators are Senator Feinstein and Senator Boxer. For most Templeton residents, your member in the U.S. House of Representatives is Rep. Lois Capps. However, you should double check to make sure you are in her district. To do so, go to Congress.org and type your zip code in to the search box. From the Congress.org site, you can send an e-mail. If you select this option, remember to include your snail mail address. It's the only way your Representatives will know that you live in an area they represent. If you decide to send a letter, you can find the addresses for your representatives at the Congress.org site. Send your letter to the Washington, DC office, as opposed to a district or state office. You can also try to set up a meeting. Most members of Congress will be in their home states through labor day and then on and off through the elections in November. Try to set up a meeting with the elected officials or a staff person in the district office. Congress.org has information on district offices as well. Send your letter to Secretary Shalala to the following address: The Honorable Donna E.
